all rads have been bled and there is no air in sytem.
friend told me to turn all the other vavles ie not on off valves(thermostatic all set on maximum) totally shut and bring them all back one full turn.
will this work??

The system needs balancing by settingthe check valves. These are the valves at the opposite end of the rad to your control valves.

You balance them like this:

turn all the check Valves and thermostats to half way.

Next day, turn the hot check valves down a turn and the cold ones up a turn.

do this for a few days and the system will be balanced with all the rads coming up to temp at the same time with all the control valves being midway.

    I’m not sure about the procedure you described above, but I would try turning off all radiators, then turning them on one by one. I once had a blockage in a radiator pipe that caused the water to bypass that radiator, but made all others hotter. The circulation system was pretty hard to understand without seeing it, so I just used the brute force method of figuring out where the blockage was to isolate it before fixing it.

    your system just needs balancing turn the hot ones down a half turn at a time until they all feel equal. it could take a bit of time
